MAHIGIT sa P2 bilyong pondo ng Department of Tourism sa ilalim ni dating Sec. Wanda Teo ang kinuwestyon ng Commission on Audit (COA). Ayon sa 2017 report, sinabi ng COA na si Teo ay bumiyahe sa limang bansa– Berlin, Germany; Bangkok, Thailand; Istanbul, Turkey; Singapore, at South Korea noong nakaraang taon kung saan siya nakatanggap ng P857,961.95 subsistence allowance. Si Teo at 93 iba pang opisyal ng DOT ay nakatanggap ng P19.29 milyong travel allowance. Sinabi ng COA na walang malinaw na guidelines ang DOT para sa mga biyaheng ito upang maproteksyunan ang gobyerno laban sa labis na paggastos. Sinilip din ng COA ang P271.7 milyong ginastos ng DOT sa “Experience Philippines” campaign ng McCann Worldgroup Philippines Inc., and its inconsistencies in payments for its branding campaign. Inaprubahan umano ng DOT ang pagbabayad sa McCann kahit na hindi pa ito nakapagsusumite ng mga kinakailangang dokumento gaya ng comprehensive international media plan, implementation strategy, success rate metrics, cost estimate, at proof of production. Kinansela ng DoT ang kontrata sa McCann noong Hunyo 2017. Sinabi ng COA na hindi nito matukoy kung naging epektibo ang mga marketing program ng DoT sa bansa dahil sa kakulangan ng performance indicators. Ito ay nilaanan ng P847.2 milyon. “Assessing as to whether to continue, revise or discontinue the PAPs (programs, activities, and projects) would prove to be difficult if no sufficient monitoring tool is provided to evaluate its short and medium term accomplishments in achieving the agencies mandate of increasing the number of tourist arrivals and promoting Philippine tourism,” saad ng COA. Nakatanggap naman ang 12 Philippine Tourism Offices sa United States, China, South Korea, Japan, Germany, Taiwan, Australia, at United Kingdom ng P605 milyon noong nakaraang taon upang i-promote ang bansa sa mga turista. Sinabi ng COA na walang oversight body upang matukoy kung tama ang ginawang paggastos ng mga ito sa pondo. Kasama rin sa mga nakuwestyon ang P120 milyong ad placement sa People’s Television Network Channel 4, at P19.5 milyong halaga ng sponsorship sa mga NGO.
