Ex-GSIS prexy Garcia; iba pa kinasuhan ng Ombudsman

Kasong graft ang isinampa ng Office of the Ombudsman sa Sandiganbayan laban kay dating Government Service Insurance System president Winston Garcia at iba pa kaugnay ng maanomalya umanong kontrata na pinasok nito noong 2004.
Bukod kay Garcia, kasama sa kaso ang mga opisyal ng GSIS na sina Enriqueta Disuanco, vice president; Benjamin Vivas Jr., senior VP; Hermogenes Concepcion Jr., chairman ng Board of Trustees; at ang mga miyembro ng board na sina Elmer Bautista, Fulgencio Factoran, Florino Ibanez, Aida Nocete, Reynaldo Palmiery, Ellenita Martinez, at Leonora de Jesus.
Ayon sa Ombudsman ginamit ng mga akusado ang kanilang posisyon kaya nalugi ang gobyerno sa kontratang pinasok nito para sa GSIS eCard sa Union Bank of the Philippines noong Mayo 2004.
“(The accused) taking advantage of their official positions through manifest partiality or evident bad faith or gross inexcusable negligence and in conspiracy with one another, did then and there willfully, unlawfully and criminally gave unwarranted benefits, advantage or preference to UBP by awarding GSIS eCard project to said bank, without complying with the requirements/procedures,” saad ng reklamo.
Ibinigay din umano sa UBP ang kontrata kahit hindi pa tapos ang pagsusumite ng bid proposals at bago pa magbigay ng rekomendasyon ang komite na siyang namamahala sa pagsusuri ng panukala.
Bago ibinigay sa UBP, ang eCard ay nasa Land Bank of the Philippines, isang bangko na pagmamay-ari ng gobyerno.
