GOOD morning po.

I am requesting for a complete anonymity in order not to be singled out and to draw unnecessary attention from the top administrators.

I am a concerned faculty member of Adamson University. This semester the new head of the National Service Training Service (NSTP), Dr. NaressiaBallena, who happens also to be the dean of the College of Nursing, has deliberately and willfully deprived a good number of students their right to choose a component of the NSTP.

Instead, the head made a quota system on the three components such as Reserve Officers’ Training Corps (ROTC), Literacy Training Service (LTS), and Civic Welfare Training Service (CWTS).

The most affected of this system are those students who chose to be in the CWTS or LTS yet found their names on the ROTC list.
This is a gross violation of the provision of the NSTP law, RA 9163 (Section 4, a). which states among others “All incoming first students… are required to complete one NSTP component of their choice, as a graduation requirement” (emphasis supplied).

What made the situation worst was the fact that every time students visited the office of the dean/head of NSTP office requesting for an immediate transfer from ROTC to LTS/CWTS, they were often scolded and even “threatened or challenged” that she’ll make it hard for them to transfer and she will let them realize their mistake for choosing CWTS/LTS over ROTC.

Also, what bothers me most is her intention and plan to let CWTS/LTS 1 students to undergo a mandatory Red Cross Training Program next semester and a community exposure which will incur a lot of expenses.

Again, this will directly violate the provision of the NSTP Law, Section 9, a, which states, “No fees shall be collected for any of the NSTP components except basic tuition… NSTP Tuition collected shall constitute a Trust Fund, which shall be exclusively used for the operation of the Program.”

This is very disheartening especially when students are approaching me and complaining about their plight. The top administrators seemed to be unmoved by several personal letters coming from irate parents and the dean remained stubborn and adamant.

I hope that I am able to give enough information regarding NSTP issue in our university.

I can always help you approach concerned students and even other faculty members and some university deans who would like to see resolution on this matter, thank you for your time and more power.
