INIHAIN sa Kamara ni Anti-Crime and Terrorism-Community Involvement and Support (ACT-CIS) Partylist Rep. Eric Go Yap ang panukalang batas na magbibigay ng libreng weather index-based insurance service sa mga magsasaka upang mas mabilis silang makakabawi mula sa impact ng mga “weather events” na nagreresulta sa matinding pagkalugi, problemang pampinansiyal at hindi mabayarang mga utang.
Ayon kay Yap, na siya ring legislative caretaker ng lalawigan ng Benguet, mabibigyan ang mga magsasakang Pinoy ng sapat na pagkilala at proteksyon kung maisasabatas ang kanyang House Bill No. 7011, na mas kilala bilang “Free Index-Based Agricultural Insurance (FIBAI) Act of 2020.”
Aniya, ang Pilipinas ay isang agricultural na bansa kaya dapat na nakapokus ang pamahalaan sa pagbibigay ng suporta at ayuda sa mga magsasaka.
“The farmers feed not only their families through their produce but the entire nation as well. As time goes by, the serious effects of climate change can be evidently observed. This global phenomenon makes our farmers more vulnerable as agricultural lands are highly exposed to the wide range of its impacts,” paliwanag ni Yap.
“As their productivity and income diminishes due to extreme weather events, they need the availability and access to mechanisms aimed to help them cope. To help them, we are providing them with a free index-based insurance service through this measure. If there comes another natural or climate change-induced disaster or calamity, they wouldn’t have to worry much as they are insured,” dagdag ng mambabatas.
