Cayetano
HINDI napigilan ni House Speaker Alan Peter Cayetano ang sarili at binatikos ang kakupadan ng Department of Social Welfare and Development sa pamimigay ng Social Amelioration Program sa mga nangangailangan.
Sinabi ni Cayetano na kung anong bilis ng Kongreso sa pagpasa ng Bayanihan to Heal As One at pagpirma dito ni Pangulong Duterte inabot naman ng siyam-siyam ang SAP distribution.
“So, I go back to the President Duterte’s consistency. Those of you, those of us who knew the President before he became President, his policy is simple: Don’t let the people wait, deliver service promptly. That’s still his policy as President. He always tells us, no red tape, no corruption,” ani Cayetano.
Nang aprubahan ang Bayanihan law noong Marso 23, nangako umano ang mga ahensya na tapusin ang pamamahagi ng P100 bilyon nito sa loob ng 10 araw.
“But what happened? The distribution for April was finished in May. The enhanced community quarantine was lifted in many areas. It’s not clear now what will happen to the second tranche. But they told us that P200 billion was needed to help 18 million poor and near-poor families: P100 billion for April and P100 billion for May,” dagdag pa ni Cayetano.
Ang tulong ay para sa buwan ng Abril. Ang ikalawang tranche naman na para sa buwan ng Mayo ay hindi pa nasisimulan ang pamimigay.
“I don’t want to be a genius in hindsight and say we could’ve done this and that in Bayanihan I. We acted on the exigencies, we passed Bayanihan We Heal as One with the expectation and the agreement that it will be implemented very well. There are problems in implementation that are understandable, but there are problems that are inexcusable,” dagdag pa ng lider ng Kamara.
Ang unang pagkakamali umano sa pamimigay ng SAP ay nabigo ang mga ahensya na tukuyin kaagad kung sino ang dapat na bigyan.
“Somehow, instead of listening to the experienced members of Congress, governors and mayors, the DSWD leadership listened to their regional directors, many of whom do not posses experience in problems of this magnitude. The original sin of not coming up with a better list spiraled into many problems.”
Marami umanong kapitan ng barangay ang ayaw na sumali sa pamimigay dahil tinatanong sila ng kanilang mga kabarangay kung bakit hindi sila kasali gayong pareho lang sila ng estado sa buhay ng kanilang kapitbahay na bibigyan.
Nagpasalamat si Cayetano sa kanyang mga kasama at mga opisyal na nagpakita ng liderato sa pamimigay ng SAP kaya napadali ito.
Mensahe naman niya sa nagdagdag ng red tape at nagpahirap sa maraming tao: “We don’t need all of this. We need to work together. So, to the different departments, let me make it clear, we are your allies, we will work with you. But let me also make it clear: do not confuse our kindness with weakness.”
