COA: Hindi nagbabayad ng tubig sa Angeles City putulan

INIREKOMENDA ng Commission on Audit na putulan ng suplay ng tubig ng Angeles City Water District (ACWD) ang mga kustomer nitong hindi nagbabayad.

Umabot na umano sa P75.78 milyon ang utang sa ACWD na hindi nababayaran hanggang noong Disyembre 31, 2019.

Kabilang umano sa may malaking utang ay ang Angeles City Government (P2,142,568.05), “Engineer’s Office/Angeles City  (P687,266.45) at Hall of Justice – Angeles City” (P594,333.75).

Mayroon din umanong utang ang 23 pampublikong paaralan gaya ng Sto. Rosario Elementary School (P901,895.20), Dr. C. Dayrit Elementary School (P865,980), EPZA Elementary School (P398,400.40), at Lourdes Northwest Elementary School (P342,092.50).

“(These accounts) were not disconnected and were allowed to continuously enjoy water supply despite non-payment of arrearages ranging from 61 days to over 10 years,” saad ng COA.

Dahil hindi nakasisingil ay hindi umano mapaganda ng ACWD ang serbisyo nito.

“The non-enforcement of the terms and conditions provided in the water service contract, specifically the disconnection policy, resulted in the accumulation of receivables and increase in the number of delinquent concessionaires, thus potential losses may be incurred by the (water) district,” saad ng COA.

Nangako naman ang ACWD na magiging estrikto at pantay na ipatutupad ang disconnection policy nito.
