MAGSASAGAWA ng virtual session ang Kamara de Representantes bukas.
Ayon kay House Majority Leader Martin Romualdez aamyendahan ng Kamara ang rules nito upang payagan ang paglahok ng mga kongresista kahit wala ang mga ito sa loob ng plenaryo.
“For reasons of exigency and the health and safety of our members and the public, we re going to amend our rules and limit to 25 lawmakers the physical attendees to the Session Hall and the rest will join us via video conferencing on Zoom,” ani Romualdez.
Ang limitasyon ay alinsunod sa ipinatutupad na Enhanced Community Quarantine.
“House can adopt a resolution or the recommendations of the House Rules Rewiring Committee or we can make a motion in the Plenary to amend or to change the rules as we did in the last special session,” ani Romualdez. “Kaya po bukas (Monday), I will make a motion that we can register our presence or signify our desire to participate and vote in the Plenary via online Zoom, text or viber.”
Noong Marso 23 ay nagsagawa ng virtual session ang Kamara para maaprubahan ang Bayanihan to Heal As One na ginagamit ng gobyerno sa paglaban sa coronavirus disease 2019.
Bagamat wala umano ito sa kasalukuyang rules ng Kamara, sinabi ni Romualdez na walang nagbabawal dito.
“It does not prohibit us from adopting this innovation. In fact, it is now imperative for us to use the technological advancements due to the national public health emergency,” dagdag pa nito. “The rules are not meant to be obstacles or to stonewall us to do our duties. All we have to do is to innovate and use the available technology that will allow us to perform our mandate. That is now the new normal.”
