Useless na proyekto alisan ng pondo

PABOR ang Kamara de Representantes na alisan ng pondo ang mga “useless” at mga proyekto na hindi na kayang ipatupad.

Ayon kay House Speaker Alan Peter Cayetano kailangan ng maayos na pagpaplano at malinaw ang gagawing paggalaw ng Department of Budget and Management sa nalalabing budget ng 2019 at 2020 upang mapondohan ang kailangan sa paglaban sa coronavirus disease 2019.

“The economic team has always been saying that the infrastructure program should not be touched, unless the project is useless or cannot be implemented, because infrastructure drives economic activity, especially in remote parts of the country. And in fact, it also fights insurgency,” ani Cayetano.

Naiintindihan umano ni Cayetano na nais ng DBM na mag-ingat sa paggalaw ng pondo lalo at maraming nakasuhan sa mga nagdaang administrasyon.

“But there is now complete transparency, and people will understand how funds are used.”

Sinabi ng DBM na hindi na nito ipagagalaw ang pondo para sa 35 porsyento ng programmed appropriations ngayong taon bukod pa sa 10 porsyentong mandatory savings sa non-essential expenditures.

Pero sinabi ni Cayetano na dapat ay maging masusi ang gagawing pagpili ng DBM kung anong mga proyekto ang hindi na popondohan. Halimbawa umano ang ginagawang tulay na ang pondo ay hinati-hati ng ilang taon. “You should not touch the funds for it. Implementation has to continue” para matapos ito.

Maaari rin umanong pag-isipan na ang paggastos ng gobyerno ng P500 milyon sa pagbili ng papel ngayong dapat ay maging paperless na ang transaksyon.
