HININGI ni House Speaker Alan Peter Cayetano ang tulong ng mga bangko upang tulungan ang mga Small and Medium Scale Enterprises at mga magsasaka na naapektuhan ng mga aksyon laban sa coronavirus disease 2019.
“The purpose is to help people but at the same time keep the financial institutions healthy,” ani Cayetano sa online hearing ng Defeat Covid-19 Committee ng Kamara de Representantes.
Isa umano sa problema ay kung papaano mahihikayat ang mga maliliit na magsasaka o kompanya na mangutang sa bangko kung saan mas maliit ang interes kumpara sa 5/6.
“How do we get people not to borrow from 5/6 lenders who charge very high interest rates and go to you (financial institutions)?” saad ng lider ng Kamara. “Even farmers with land titles who apply for small loans are told the application/approval process is very tedious. They are being dissuaded.”
Hinimok ni Cayetano sina Finance Secretary Carlos Dominguez, Bangkok Sentral ng Pilipinas Gov. Benjamin Diokno, Land Bank of the Philippines president Cecilia Borromeo at Government Service Insurance System general manager Rolando Macasaet na gawing simple ang pagpapautang para matulungan ang mga magsasaka at maliliit na negosyo.
Sinabi ni Borromeo na nagawa na nila ito noon. “We did it in the case of the P15,000-loan to farmers, We trimmed down the requirements and shortened the process. One key success factor was that we had a list of beneficiaries identified by Department of Agriculture. So we can do it in the case of small and medium-scale enterprises. We will continue to look for solutions.”
Sinabi naman ni Diokno na naglaan na ang mga bangko ng bahagi ng kanilang kapital upang ipautang sa mga maliliit na negosyo. “We have freed up from P180 billion to P200 billion and we asked banks to lend the money to SMEs.”
Ayon naman kay Dominguez ang gobyerno sa pamamagitan ng Philippine Export and Foreign Loan Guarantee Corp., ay magbibigay ng loan guarantee sa mga bangko na magpapautang sa mga SMEs.
Ang mga miyembro naman umano ng GSIS, ay oaky Macasaet, ay makakautang ng hanggang P500,000 na babayaran sa loob ng anim na taon at ang interes lamang ay anim na porsyento kada taon.
