ISA umano sa target ng Duterte administration ang pagpapalakas sa middle class kaya kumpiyansa si House committee on ways and means chairman Joey Salceda na bibigyan ito ng ayuda ng gobyerno.
Nagpahayag din ng pangamba si Salceda na maaaring bumalik sa poverty line ang mga bagon pasok sa middle class kung walang gagawing tulong ang gobyerno.
“There is basis for a middle-class cash transfer. A key goal of the Duterte administration’s economic policies has been to create a robust middle-class who will drive economic dynamism and productivity,” ani Salceda.
“Gains in this area may waver unless social protections are in place to prevent those who have breached poverty and have joined the middle class will not fall back under the poverty line.”
Binabalangkas umano ni Salceda ang middle-class cash transfer na mas mataas sa pinakamababang natanggap ng low income families.
“We reckon this amount to be around P27 to 32 billion pesos, which we believe to be a reasonable investment in the middle class, and which will almost certainly immediately support aggregate demand in the economy.”
Sinabi ni Salceda na marami sa mga middle class sa National Capital Region, Region 3 at 4 ay inaasahan na hindi mabibigyan ng social amelioration program.
Ang nasa middle class ay mayroon umanong annual savings na P42,000-P89,000.
“If they are not paid or are unable to avail of special work arrangements, they will likely exhaust their savings within the next two months. Some households in these deciles who are currently not identified as eligible beneficiaries will likely have to be considered for inclusion in the second tranche of transfers.”
Ipinanukala rin ni Salceda ang wage subsidy sa middle class upang sila ay mayroong suwelduhin at matulungan ang kanilang mga employer na nawalan ng kita dahil sa pansamantalang pasasara ng negosyo bunsod ng ECQ.
