MATAPOS ang kaguluhan na dulot ng pagpapatupad ng community quarantine kahapon, nanawagan si House committee on ways and means chairman Joey Salceda na total lockdown na lamang ang ipatupad.
At ang mga hindi maaaring makapagtrabaho sa bahay ay gawan ng income replacement scheme o subsistence allowance.
Sa kuwenta ni Salceda aabot sa P27.2 bilyon ang income replacement fund na kakailanganin sa 3.4 milyong pamilya sa National Capital Region.
“As it is, the compromised implementation and compromised configuration of the community quarantine means that we are almost certain that an exponential growth in cases will continue. You can see how people are crowding in checkpoints and in places where people need to commute,” ani Salceda.
Punto ni Salceda maaaring magpatuloy ang pagkalat ng virus dahil may mga taong lumalabas at nagsasakripisyo para sa pangangailangan ng kanilang pamilya.
“According to simulations, social distancing at the most granular level – the individual and the household – is what works. You can’t do that if people are still moving around as if everything is normal. Every untested person who is moving around is a potential vector. Kapag compromised ang quarantine, isa lang ang makalusot, exponential na naman ang pagkalat sa kung saan man pupunta ‘yung nakalusot. We need people to stop being vectors. That means they have to stay still and stay home.”
Ginawa umano ni Salceda ang “compel with compassion” noog siya ay gubernador ng Albay at pumutok ang bulkang Mayon.
“Compel with compassion. That will be the policy. In Albay, when I would forcibly evacuate people, it was my responsibility as Governor to feed, house, and even entertain the people I move.”
Sinabi ni Salceda na mayroong pondo ang gobyerno na mapagkukuhanan ng ibibigay sa mga hindi magtatrabaho.
“Only home quarantine with work stoppage can slow down the virus to levels that our hospitals can handle,” dagdag pa ng solon. “Targeted, evidence-based, cohesive, decisive measures. That’s what we need from the most wilful administration in our history. Ang nangyayari po ngayon, maraming disparate measures over an extended period, pero kalat at maraming butas. We need a coherent, cohesive, and complete strategy.”
