7.5M Pinoy walang birth certificate

MAY 7.5 milyong Filipino ang walang birth certificate at kalahati sa mga ito ay bata, ayon kay Agusan del Norte Rep. Lawrence Fortun.

At maaari umanong hindi natutulungan ang mga ito ng mga programa ng gobyerno dahil hindi sila nakarehistro.

Kaya isinulong ni Fortun ang House Bill 104 upang maging libre ang late registration sa mga magpaparehistro ng birth certificate.

“Child rights advocates have identified that 7.5 million Filipinos do not have birth certificates, that supposedly fundamental and indispensable document that establishes our identity, our nationality and citizenship…Of the 7.5 million Filipinos unregistered, about half of that are children,” ani Fortun.

Ayon kay Fortun nakasaad sa United Nations Convention of the Rights of the Child na karapatan ng isang bata ang maiparehistro.

“Nakasaad sa UNCRC na karapatan ng isang bata na mairehistro pagkapanganak, at karapatan din niya, mula sa pagkapanganak, na magkaroon ng pangalan at nasyonalidad,” saad ng solon. “Ika nga ng isang kaibigan ko, mabuti pa yong aso, may papeles at rehistrado sa PCCI (Philippine Canine Club Inc.).”

Sinabi ni Fortun na noong siya ay practicing lawyer pa, maraming humihingi ng tulong sa kanila para makapagparehistro.
