GIGISAHIN ng Kamara de Representantes sa Martes si Budget Sec. Benjamin Diokno kaugnay ng umano’y budget insertion at fund parking scheme at mahinang paggastos ng gobyerno sa budget na inaaprubahan ng Kongreso.
Inaprubahan ng Kamara ang pagsasagawa ng Question Hour batay sa resolusyon ni House Minority Leader Danilo Suarez.
Pinadalhan ni House majority leader Rolando Andaya Jr., si Diokno ng sulat upang ipaalam ang pagsasagawa ng Question Hour at kung ano ang mga itatanong sa kanya.
“Further, you are also required to bring all pertinent documents such as disbursements, releases and office memos addressed to all government offices, among others,” ani Andaya.
Iginiit ni Suarez na bahagi ng kapangyarihan ng Kongreso ang pagpapatawag sa mga opisyal ng gobyerno upang tanungin kaugnay ng trabaho nito.
“Pursuant to Article VI Section 22 of the Constitution and Rule XVII Section 124 of the House Rules of the 17th Congress, either House may request heads of departments to appear and be heard by such House on any matter pertaining to their departments, invoking its power to conduct question hour,” dagdag pa ni Suarez.
Ito ang kauna-unahang Question Hour na isasagawa sa ilalim ni Speaker Gloria Macapagal Arroyo.
