Ayon sa Associated Labor Unions-Trade Union Congress of the Philippines, inaasahan nila na ang direct hiring na ang magiging bagong panuntunan sa pagkuha ng empleyado.
Bagamat ipinagbabawal ang contractualization, sinabi ni Michael Mendoza, pangulo ng ALU-TUCP, na pinapayagan ng EO na pumasok sa tripartite agreement ang gobyerno, empleyado at negosyante para sa mga contractual jobs.
“Once signed, the EO will undo decades of injustice to millions of contractualized workers and Endo (end-of-contract) employees enslaved in poverty by contractualization work schemes resulting in poor wages, inadequate social protection benefits, insecurity of tenure and unsafe and unhealthy workplaces, all this amid growing profit-taking by corporations and unprecedented economic growth,” ani Mendoza.
Natanggap ni Duterte ang tatlong pahinang draft ng EO noong Biyernes.
Sa Section 2 ng draft EO, nakalagay ang probisyon na: “Prohibition Against Contracting or Subcontracting. Consistent with the policy of this Government, direct hiring of the employee by the principal employer shall be the general norm in employment relations. Contracting or subcontracting when undertaken to circumvent the worker’s rights to security of tenure, self-organization and collective bargaining and peaceful and concerted activities pursuant to the 1987 Philippine Constitution is hereby strictly prohibited.”
Ani Mendoza na sinabi sa kanila ni Duterte sa pagpupulong na tutuparin nito ang kanyang pangako.
