  Nagsagawa na ng pagdinig ang House committee on public order and safety kahapon kaugnay ng panukala na limitahan ang oras ng paggamit ng videoke machine at iba pang uri ng sound system.     Sa ilalim ng House bill 1035 na akda ni Quezon Rep. Angelina Tan papayagan lamang ang paggamit ng videoke o karaoke machine mula alas-8 ng umaga hanggang 10 ng gabi.       Ang mga lalabag ay pagmumultahin ng P1,000 at pagkakakulong ng hindi hihigit sa anim na buwan.       Sinabi ni Tan na mayroong mga krimen na nag-ugat sa videoke gaya ng pagpatay ng isang lalaki dahil sa malakas na pagpapatugtog ng videoke.       Ayon kay Tan mayroon ding masamang dulot sa kalusugan ang ingay batay sa mga isinagawang pag-aaral.     “HB 1035, may I respectfully submit, is a proposal that prevents environmental noise that perniciously affects the health and safety of the people. It is a novel measure in so far as it is now being proposed at the level of national legislation.”     Bukod sa videoke/karaoke machine, kasama sa ipagbabawal sa pagpapatugtog ng malakas ang radyo o CD player, television set, amplified musical instrument, drums at mga katulad na kagamitan.       “One major source of noise among residential areas in the country is caused by the use of videoke/karaoke systems. Everywhere in the Philippines, many local residents or groups are accustomed in utilizing public streets or road sides to gain wider area for a private activity or function, often making use of videoke/karaoke systems, amplified audio devices sheltered on collapsible tents as form of amusement, recreation or for private audience,” saad ng panukala ni Tan.
