Conscience vote sa death penalty

Nanawagan si Albay Rep. Edcel Lagman sa liderato ng Kamara de Representantes na hayaan ang ‘conscience vote’ sa botohan kung ibabalik ang parusang kamatayan sa bansa.
Sinabi ni Albay Rep. Edcel Lagman na dapat ay hayaan ni Speaker Pantaleon Alvarez na bumoto ayon sa kanilang paniniwala ang mga mambabatas at hindi sa dikta ng Malacanang.
Kamakalawa ay inaprubahan na ng subcommittee ng House committee on justice kung anong bersyon ang tatalakayin ng mother committee.
“The proponents of the consolidated substitute bill failed to comply with the constitutional requirement of showing compelling reasons for the reimposition of the death penalty,” ani Lagman.
Ang nanalong bersyon ay ang pagbabalik ng death penalty sa mga heinous crimes at hindi ang bersyon na limitahan lamang ito sa mga kasong may kinalaman sa ipinagbabawal na gamot.
“The precipitate approval, which was assured by the preponderant presence of ex-officio members who outnumbered the regular members, was vitiated by non-compliance with the prior 3-calendar day notice rule to the members informing them of the scheduled meeting, abrupt termination of the testimonies of resource persons and absence of a requisite committee report,” dagdag pa ng solon.
Kasama sa parurusahan ng kamatayan ang mga kasong treason; qualified piracy; qualified bribery; parricide; murder; infanticide;  rape;  kidnapping and serious illegal detention;  robbery with violence against or intimidation of persons;  destructive arson;  plunder; carnapping; at may kinalaman sa ipinagbabawal na gamot.
