NAGHAIN ng panukala si Zamboanga Rep. Celso Lobregat upang bigyan ng kapangyarihan ang mga lokal na pamahalaan na suspendihin ang pagpapatupad ng Motorcycle Helmet Act of 2009 (RA 10054).
Ayon kay Lobregat hindi nakikilala ang mga kriminal na gumagamit ng motorsiklo dahil nakasuot sila ng helmet.
“While this amendatory bill recognizes the importance of protective gears like helmets to safeguard motorcycle riders from injury during road accidents, the proposed measure also considers the security and well-being of the public since criminal elements are now taking advantage of the mobility provided them by motorcycles and the convenience and ease at which they can conceal their identities by wearing helmets while committing crimes,” ani Lobregat.
Punto niya kung ang mga tricycle driver ay exempt ed sa pagsusuot ng helmet bakit hindi ito ipatupad sa limitadong panahon at lugar kung saan mataas ang insidente ng riding in tandem.
Noong 2013 ay naitala ng Philippine National Police ang mahigit sa 3,000 kirmen na may kaugnayan sa motorcycle riders sa Metro Manila.
“This measure aims to provide the circumstances wherein the implementation of RA 10054 can be temporarily suspended by LGUs in their respective areas of jurisdiction,” ani Lobregat.
Sa ilalim ng kanyang panukala, bibigyan ng kapangyarihan ang mga lokal na pamahalaan na suspendihin ang pagpapatupad ng helmet law kung irerekomenda itong gawin ng local peace and order council para masugpo ang krimen.
Maaari umano na isang taon muna ang suspensyon at kung kakailanganin ay maaari pa itong palawigin. —Leifbilly Begas
