Sinabi ni Lagman na tanggap na ng publiko ang ginagawang pagsasama ng mga gay partners na parang mga mag-asawa kung kaya dapat nang magkaroon ng batas kaugnay ng kanilang mga maipupundar.
“Continued discussions and perceived acceptance worldwide on LGBT rights and same sex relationships in particular have emboldened homosexuals in the country to come out openly and demand for similar rights and privileges as heterosexual couples. The truth is that LGBT peoples and culture date back to ancient civilizations, and probably even before that, but have been kept secret for fear of reprisal,” ani Lagman sa isang press statement.
Sa ilalim ng An Act Governing Property Ownership of Couples of Same Sex Living Together (House bill 3179) bibigyan ng karapatan ang mga miyembro ng third sex gaya ng ordinaryong mag-asawa.
Kailangang magparehistro ang same sex couple sa Civil Registrar at kasama sa kanilang pipirmahan ang kasunduan kaugnay ng kanilang mga ari-arian.
“Same sex couples may opt for co-ownership of properties acquired while they live together or maintain exclusivity of properties,” dagdag pa ni Lagman.
“Property laws are grounded on; first, recognition that partners make equal though different contributions to the financial well-being of the relationship and therefore equal division is a fair presumption to make if and when the partnership ends. Second, ensure that the more financially vulnerable member of the partnership is protected if and when the relationship breaks-up, and, finally, provide for a more expeditious process for resolving disputes.”
