DALAWANG partylist congressmen ang nanawagan sa mga ahensya ng gobyerno na hulihin ang mga taong gumagamit ng identification card ng Persons With Disability kahit hindi wala namang kapansanan ang mga ito.
Ayon kina Ang Probinsyano Rep. Ronnie Ong at ACT-CIS Rep. Eric Yap dapat kumilos ang Department of Health, Department of Interior and Local Government at National Council on Disability Affairs dahil lalo umanong nahihirapan ang mga negosyo dahil sa paggamit ng mga impostor na PWD na gustong makakuha ng discount sa kanilang binibili at serbisyo.
Nais din ng dalawang solon na suriin ang implementasyon ng Act Expanding the Benefits and Privileges of Persons with Disability (RA 10754).
Sa ilalim ng batas, ang mga PWD ay binibigyan ng 20 porsyentong discount at hindi papatawan ng value added tax.
Sinabi ni Ong na suportado niya ang RA 10754 pero inaabuso ito ng ilang tao na nagreresulta sa pagkawala ng kita hindi lamang ng mga negosyo kundi maging buwis na dapat nakolekta ng gobyerno.
Ang PWD ID ay makukuha sa Persons with Disability Affairs Office (PDAO) o City/Municipal Social Welfare and Development Office (C/MSWDO). Mayroon umanong disability na madaling makita pero meron din namang hindi.
Upang matiyak na tama ang nabigyan ng PWD ID, dapat umanong kunin ang mga lumang PWD ID at magbigay ng bago sa mga naberepika na totoong may disability.
Kailangan din umanong magkaroon ng national PWD database na magagamit sa paggawa ng Quick Response codes (QR Codes) o machine-readable bar codes.
“These fake PWDs are bad for businesses, especially for small ones. They are faking their disability and are abusing the PWD Law just to get discounts. Our business sector is barely surviving these days and it is the duty of the government to make sure that they are protected from these kinds of consumer abuse,” dagdag pa ni Ong.
Suportado ni Yap ang panukalang data base. “The key is to develop an automated system. Through this, it will be easier to store and manage data. This system will contain all the PWD’s information, which will make it easier to verify whether an individual is indeed a PWD. All LGUs report to one centralized system so verification is easier.”
Sinabi ni Yap na mayroong mga local government units na nagbibigay ng PWD ID ng walang maayos na berepikasyon.
“The cards can be improved to have a barcode, so establishments can scan it and all their details can be viewed through the screen,” dagdag pa ni Yap.
