Mabagal na pamimigay ng SAP sisilipin ng liderato ng Kamara

NAGHAIN ng resolusyon ang mga lider ng Kamara de Representantes upang imbestigahan ang kalituhan at matagal na pamimigay ng pondo social amelioration program sa mga mahihirap na pamilya.

Bukod dito, nais ng House Resolution 973 na humanap ng paraan upang mapabilis ang pamimigay ng ikalawang tranche ng SAP.

Ayon kay Speaker Alan Peter Cayetano, nanguna sa paghahain ng resolusyon, kailangang tulungan ang Department of Social Welfare and Development (DSWD) upang mapadali ang paghahatid nito ng tulong sa mga mahihirap na pamilya.

“There is no question that we are here to support the efforts of those agencies tasked to implement the program. But we also have to do what is right and demand accountability for the failures and delays that have plagued the distribution from the start,” ani Cayetano.

Ang mabagal na pamimigay umano ng SAP ay taliwas sa prinsipyo ni Pangulong Duterte na magbigay ng mabilis at maayos na serbisyo sa publiko.

Nais ng resolusyon na silipin ang 30 steps at limang layer of approval na ginamit ng DSWD sa pamimigay ng unang tranche ng SAP na nagkakahalaga ng P5,000-P8,000 bawat pamilya.

“The DSWD arbitrarily and without consultations with the LGUs, based the number of recipients on the 2015 national census, slightly adjusted upwards. Five years have passed and certainly the population has increased since, and thus the estimate proved inadequate,” saad ng resolusyon.

Dahil sa limitadong bilang ng nais na tulungan ng DSWD, nagkagulo umano ang mga lokal na pamahalaan kung sino ang uunahing bigyan dahil hindi lahat ay maaaring bigyan.

“The pandemic and its aftermath forces all of us to re-examine the way we do things. Especially in government where the bureaucracy can sometimes get in the way of helping the people. May mga tama at maling pamamaraan sa pagtulong sa ating mga kababayan. Dapat tignan natin kung paano mai-improve, hindi lang ung SAP, kundi pati ang 4Ps, at mga assistance sa mga biktima ng sakuna,” dagdag pa ni Cayetano.

Kasama ni Cayetano na naghain ng resolusyon sina House Deputy Speakers Luis Raymund Villafuerte Jr. (Camarines Sur), Raneo Abu (Batangas), Dan Fernandez (Laguna), Neptali Gonzales II (Mandaluyong), at Representatives Theresa Collantes (Batangas), Cristal Bagatsing (Manila), Ruth Mariano-Hernandez (Laguna) and Manuel Luis Lopez (Manila).
