Pero iginiit ni House Deputy Majority Leader Sharky Palma na batay sa kasaysayan ng Kamara de Representantes ay maaari itong magpasa ng isang panukala sa una at ikalawang pagbasa sa isang araw kahit na hindi ito certified as urgent ng Malacanang.
Mr. Speaker last Wednesday, May 13, 2020, House bill no. 6732 was reported to the Committee on Rules on First reading and was subsequently approved on second reading on the same day. Records show that the House have in the pass made use of the same procedure, in fact one of the bills in the 10th Congress was actually enacted into law,” ani Palma.
Ayon kay Palma maraming kongresista ang hiling na ibalik ito sa period of interpellation upang sila ay makapagsalita pa patungkol sa prangkisa ng ABS-CBN.
“However, due to request of our members who wish to make some additional interpellations and possible amendments on the bill, let me make this of record Mr. Speaker that at any time the House can approve this bill House bill 6732 on third reading but because of the insistence of our colleagues to interpellate further on the matter I move that we reconsider the approval on second reading of House bill 6732…. Mr. Speaker I also move that we also reconsider the termination of period of amendments… likewise Mr. Speaker I move that we reconsider the termination of the period of sponsorship and debate,” ani Palma.
Inaprubahan ni House Deputy Speaker Raneo Abu, presiding officer, ang mga mosyon ni Palma matapos na walang tumutol dito.
Kapag natapos ang period of interpellation ay isasalang ito muli sa period of amendments. Pagkatapos ay maaari na ito muling isalang sa ikalawang pagbasa sa pamamagitan ng viva voce voting.
Dahil sa three-day rule, sa susunod na linggo na maaaring maaprubahan sa ikatlong pagbasa ang panukala para maipadala na ito sa Senado.
