Walang ilegal sa mabilis na pag-apruba sa provisional franchise ng ABS-CBN

WALANG nakikitang ilegal si House Deputy Speaker at Mandaluyong City Rep. Neptali Gonzales sa pag-apruba ng Kamara de Representantes sa ikalawang pagbasa sa provisional franchise ng ABS-CBN sa kaparehong araw na una itong binasa sa plenaryo.

“I think what the Constitution requires is that the First, Second and Third reading must be done on Separate days. It does not require three separate days.  I submit that the First and Second Reading may be done on separate days or ON THE SAME DAY, depending on the decision of the Plenary, without violating the Constitution for as long as the Third Reading will be three days after distribution of printed copies,” paliwanag ni Gonzales.

Kung certified urgent ang isang panukala, ani Gonzales, doon lamang maaaring aprubahan ang isang panukala nang magkasunuran sa ikalawa at ikatlong pagbasa.

“There is nothing wrong for the House to lump together in the same day the First and Second reading of a bill and conduct the Third Reading on a separate day because of the three day rule, unless certified by the President.”

Inaprubahan ng Kamara de Representantes ang panukalang provisional franchise ng ABS-CBN noong Miyerkules, ang parehong araw na binasa ito sa unang pagbasa at inaprubahan ng House committee of the whole.

Samantala, kinumpirma ni House Committee on Legislative Franchises chairman Franz Alvarez na natanggap na nito ang sagot ng National Telecommunications Commission sa ipinalabas nitong show cause order.

“The Committee shall duly consider the officials’ explanation and the apology contained therein in resolving whether or not they should be held in contempt.”
