PINAGPAPALIWANAG ng Kamara de Representantes ang mga opisyal ng National Telecommunications Commission kaugnay ng pagbaliktad nito sa kanilang pahayag na papayagan ang ABS-CBN na makapag-operate kahit expired na ang prangkisa nito.
Binigyan ng 72 oras sina Commissioner Gamaliel Cordoba, Deputy commissioners Edgardo Cabarios at Delilah Deles, at Atty. Ella Bianca Lopez, head ng legal branch ng NTC, upang magpaliwanag kung bakit sila hindi dapat i-cite for contempt.
Sa pagdinig ng House committee on Legislative Franchises noong Marso 10 ay sinabi ng NTC na bibigyan nito ng provisional authority (PA) ang ABS-CBN. Pero noong nakaraang linggo ay Cease and Desist (CDO) order ang inilabas nito kaya huminto ang operasyon ng ABS-CBN.
“The act of NTC constitutes undue interference on and disobedience to the exercise of the power of the House of Representatives and therefore, an affront to its dignity and an inexcusable disrespect of its authority.”
Ang isang tao na na-cite for contempt ay maaaring ikulong ng Kamara de Representantes. At maraming beses na itong ginawa ng Kamara.
“Your failure to comply with this Order within the period prescribed will result in a finding against you for contempt of the House of Representatives and subject you to other actions that are within the powers of the House of Representatives to enforce.”
