IPINASASAPUBLIKO ni House committee on public accounts chairman at AnaKalusugan Rep. Mike Defensor ang listahan ng mga proyekto na aalisan ng pondo ng Department of Budget and Management (DBM).

Ayon kay Defensor dapat malaman ng publiko kung ani sa mga proyekto ang hindi na itutuloy at gagamitin ang pondo nito sa paglaban sa coronavirus disease 2019.

“While we support efforts to boost funding for the fight against the coronavirus disease, we want the public to be informed on what specific programs, activities and/or projects (PAPs) funded in this year’s national budget would be affected by cost-cutting,” ani Defensor.

Sa ganitong paraan ay hindi umano aasa ang publiko na maggawa ang kanilang proyekto na napondohan sa ilalim ng 2020 national budget.

Sinabi ng DBM na 35 porsyento ng “programmed appropriations” ngayong taon ay hindi na popondohan. Magpapatupad din ng 10 porsyentong mandatory savings sa mga non-essential expenses gaya ng biyahe at seminar.

Sa pagpapatupad ng mandatory savings ay makalilikom ang gobyerno ng P160 bilyon.

“Some MOOE items could be scrapped altogether so the money could be used to fight the pandemic. For instance, we could forego bureaucrats’ travels this year, except those extremely necessary, and add the P19.4-billion allocation for those trips to funds intended to fight the coronavirus disease and help the affected sectors,” ani Defensor.

Maaari umanong tanggalin na ang training and scholarship (P32.9 bilyon), supplies and materials (P108.3 bilyon), representation expenses (P5.2 bilyon), communication (P10.7 bilyon), pagkuha ng consultants (P29 bilyon), advertising (P3 bilyon), subscription (P4.1 bilyon), donations (P41.8 bilyon), printing and publication (P1.9 bilyon), at membership dues and contributions sa iba’t ibang organization (P2.4 bilyon).

“Why should we spend P41.8 billion for donations when our hospitals are begging for personal protective equipment (PPE) from private donors? We might as well spent that money for PPE items like face masks and shields, and protective suits, the lack of which is exposing our health workers to danger,” punto pa ni Defensor.

Ang pambayad umano sa mga consultants ay maaaring ibigay na lamang na dagdag na benepisyo sa mga doktor, nurse at iba pang frontline workers.
