Duterte nagdeklara ng community quarantine sa MM

IDINEKLARA ni Pangulong Duterte ang community quarantine sa buong Metro Manila matapos niyang itaas ang code red sa sublevel 2 sa harap ng tumataas na kaso ng coronavirus disease 2019 (COVID-19).

Sa kanyang public address, pinalawig din ni Duterte ang suspensyon ng klase sa National Capital Region (NCR) hanggang Abril 12, 2020.

Kasabay nito, ipinagbawal ni Duterte ang mass gathering bilang bahagi ng kampanya para sa social distancing ng pamahalaan.

“Mass gatherings, defined as a planned or spontaneous event where the number of people attending could strain the planning and response resources of the community hosting the event, shall be prohibited during said period,” sabi ni Duterte habang binabasa ang resolusyon.

Inatasan din ni Duterte ang lahat ng

local government units (LGUs) na sumunod sa localized community quarantine sa kani-kanilang hurisdiksyon.

“A barangay-wide quarantine is advised when there at least two positive COVID-19 cases belonging to different households in the same barangay; b. A municipality/city-wide quarantine is advised when there are at least two positive COVID-19 cases belonging to different barangays in the same municipality/city; and c. A province-wide quarantine is advised when there are at least two positive COVID-19 cases belonging to different component cities or independent component cities in the same province,” ayon sa resolusyon.

Tiniyak ni Duterte na tuloy ang operasyon ng mga mass transport kagaya ng Light Rail Transit, Metro Rail Transit, at Philippine National Railways (PNR).

“Provided, that the DOTR shall issue guidelines to ensure social distancing in said public transports; tuloy-tuloy trabaho,” dagdag ni Duterte.

Ipinag-utos din ni Duterte ang suspensyon ng land, domestic air, at domestic sea travel papunta at palabas ng Metro Manila epektibo Marso 15.

“Hindi ito martial law, hindi rin extraordinary, except to fight the virus, mas mabuti ito, maniwala kayo,” sabi ni Duterte.

Inalis din ni Duterte ang travel ban papuntang China para sa mga Overseas Filipino Workers (OFWs) bagamat mananatiling bawal papuntang Hubei Province na siyang pinagmulan ng COVID-19.

“Balik-manggagawa Overseas Filipino Workers (OFWs) shall be allowed to travel to mainland China, except to Hubei Province, upon execution of a Declaration signifying their knowledge and understanding of the risks involved,” dagdag ni Duterte.

Sinuspinde rin ni Duterte ang pasok sa executive branch with the formation of skeletal workforces by government agencies in order to maintain the unimpeded delivery of services to the public.

“Provided that health and emergency frontline services shall continue in full operation. Provided, finally, that the legislative branch and the judiciary shall be encouraged to adopt the same policy,” ayon pa kay Duterte.

Nanawagan din siya sa pribadong sektor na ipatupad ang flexible work arrangement.

“The DOLE and the DTI shall issue guidelines to safeguard the welfare of workers. All manufacturing, retail, and service establishments are advised to remain in operation during said period. Provided, that strict social distancing measures are required to be observed by their respective managements,” ayon pa kay Duterte.
