PINIRMAHAN ni Pangulong Duterte ang Executive Order number 104 na naglalagay ng price cap sa kabuuang 86 drug molecules o 133 drug formulas sa bansa.
Sinabi ni Presidential Spokesperson at Chief Presidential Legal Counsel Salvador Panelo na sa ilalim ng EO 104 o “Improving Access to Healthcare Through the Regulation of Prices in the Retail of Drugs and Medicines,” maglalagay na ng regulasyon sa mga gamot na sakop ng price cap sa pamamagitan ng pagtatakda ng maximum retail price (MRP) at maximum wholesale price (MWP).
“Access to affordable and quality drugs and medicines is now a reality under the Duterte Administration. This measure is part of the real and lasting reform which President Rodrigo Roa Duterte has instituted in order that all Filipinos can live decent and comfortable lives that they deserve,” sabi ni Panelo.
Nauna nang isinulong ng Department of Health (DOH) ang pagkakaroon ng regulasyon sa presyo ng mga gamot na ginagamit sa maraming sakit kagaya ng hypertension, diabetes, cardiovascular disease, chronic lung diseases, neonatal diseases o mga kondisyon na may kaugnayan sa mga bagong silang na sanggol at sa mga pangunahing sakit na cancer.
“After considering the factors provided in section 19(a)(2) of RA no. 9502, as amended, among others, an MRP and/or MWP were determined and are now imposed on select drugs and medicines totalling to 86 drug moelecules or 133 drug forumals annexed to this order,” sabi ng EO 104.
Sa ilalim ng EO inaasahang bababa sa 50 porsiyento ang presyo ng mga tinukoy na gamot na sakop ng price cap.
“Within 30 days from the issuance of this order, a technical working group composed of representative from the DOH and Department of Trade and Industry (DTI) shall convene and review, in consultation with stakeholders, the prices of the remaining 36 drug molecules or 72 drug formulas previously proposed to be subject of the MRP o MWP,” sabi pa ng EO 104.
