KOKONTRAHIN ng minorya sa Kamara de Representantes ang pagbabalik ng parusang kamatayan sa bansa kung lubid ang gagamitin sa pagpapatupad nito.
Umaasa si Iloilo Rep. Sharon Garin na nagbibiro lamang si Presidential spokesman Salvador Panelo kaugnay sa paggamit ng lubid bilang paraan ng pagpapatupad ng death penalty.
“Let us not go back to stone-age. Walang lugar ang ‘Lubid’ sa death penalty. Definitely, we will not agree to amend that. What’s d purpose? Para ipasok ang isang paraan na hindi makatarungan?” ani Garin.
Kahit na sa mga hayop ay hindi na umano ginagamit ang paraan ng pagpatay na ito. “I hope he was joking. Even among animals, that method has long been discarded.”
Naniniwala naman si Ako Bicol Rep. Alfred Garbin na ipinagbabawal ng Konstitusyon ang “cruel” punishment.
Maaari rin umanong ituring na tortyur ang pagbibigti na ipinagbabawal sa ilalim ng Anti-Torture, Inhuman and Degrading Treatment or Punishment act.
“Ang paggamit ng lubid para sa death penalty can be tantamount to torture,” ani Garbin.
Bagamat isang pastor, suportado ni House Minority Leader at Manila Rep. Bienvenido Abante ang pagbabalik ng parusang kamatayan.
“I have always supported the reimposition of the death penalty that was repealed during my time in the 13th Congress but only on certain heinous crimes like: massacre, terrorism, killing with rape, plunder,” ani Abante.
