Sa ganitong paraan, sinabi ni CHED officer-in-charge at spokesman Prospero de Vera na hindi magkakaproblema ang pagpapatupad ng Free College Education law sa pagsunod sa cash-based budgeting.
Sa ilalim ng cash-based budgeting maaari lamang magastos ang pondo hanggang sa Disyembre 31 ng taon. Kung hindi ang budget ay babalik sa National Treasury.
“The logical response is to change the academic calendar to August by 2020 so the budget works with the end of fiscal year, which is December,” ani De Vera. “Because we cannot give the payment (tuition for Free College law), to SUCs automatically, they have to claim it from us.”
Ganito ang proseso ng Free College law upang matiyak na walang ‘ghost student’ na makikinabang.
Kung hindi naman umano babaguhin ang academic year, maaaring humingi na lamang ng palugit na anim na buwan para magatos ang budget sa susunod na taon na siyang hybrid system na ipinapanukala ng Kamara de Representantes.
