NALUSAW ang bagyong Luis at isa na lamang low pressure area (LPA), ayon sa Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA).
Tiatayang nasa layong 560 kilometro sa hilagang kanluran ng Basco, Batanes ang sentro ng LPA. Ito ay nasa labas ng Philippine Area of Responsibility.
Magpapatuloy namang magbuhos ng ulan ang Hanging Habagat partikular sa Luzon. Ngayong araw ay inaasahan ang pag-ulan sa Ilocos Norte, Ilocos Sur, Abra , Mt. Province, Apayao, Batanes at Babuyan Islands.
