Executive Order sa ‘endo’ hindi na pipirmahan ni Duterte; contractual workers nganga?

 

HINDI na raw dapat pang umasa ang mga manggagawa sa Executive Order na siyang tatapos sa “endo” dahil hindi na ito pipirmahan ni Pangulong Duterte.

Ito ang tahasang sinabi ng Malacanang sa ginawang press conference sa Malacanang nitong Huwebes.

Hahayaan na lang daw ng Palasyo ang Kongreso ang magbigay ng solusyon tungkol sa kontrobersyal na isyu ng contractualization.

“Since my last statement on this, I’ve had the occasion to find out, number one, that the position of (Labor) Secretary (Silvestre) Bello now is it is better to leave the matter of endo to Congress. And I’ve also been informed by the Department of Trade and Industry that actually the President has already complied with his election promise – to do away with 5-5-5 endo,” sabi ni Presidential Spokesperson Harry Roque.

Ang pahayag ay taliwas sa naunang inilabas ni Roque na pipirmahan ni Duterte ang EO na naglalayong wakasan na ang “endo” o end of contract sa bansa bago ang paggunita ng Araw ng Paggawa sa Mayo 1.

“Ano ba kasing ibig sabihin noong 555 endo? Iyon iyong you work for five months sisante ka na para hindi ka umabot ng six months, para hindi ka ma-regular. Now, the DOLE has beefed up the number of its labor inspectors from 200 to 500 and that’s why they have effectively cracked down on those resorting to prohibited endo,” giit ni Roque.

Ipinagtanggol pa ni Roque ang ipinapatupad na service contractors sa bansa.

“Now as far as DTI is concerned, this is not endo. It is contractual work given to a service company but the employees of the service company are regular employees of the service company. So as far as the employees and the service company are concerned, they are regular employees and therefore they do not form or they do not fall under 5-5-5?endo,” paliwanag ni Roque.

Sinabi pa ni Roque na suportado ni Duterte ang posisyon ni Bello.

“The position of Secretary Bello now, which I think is the position of Malacañang as well—which is the position of Malacañang is let’s see what kind of legislation Congress will finally be approve noting that the matter is now pending in the Senate alone, because the House already passed its version,” ayon pa kay Roque.
