Naniniwala sina ACT Rep. Antonio Tinio, Bayan Muna Rep. Carlos Isagani Zarate at Anakpawis Rep. Ariel Casilao na nalabag ang Konstitusyon ng ratipikahin ang bicameral conference report ng TRAIN kahit na walang ng quorum at walang bumoto.
“Thus, we ask the Supreme Court to void the invalid House ratification and the overwhelmingly regressive TRAIN law,” saad ng petisyon. “At best, once the Supreme Court favors our petition, it will send a strong message to the leaders of Congress that they cannot just pass a law without a quorum and without a vote; that they have to strictly observe the Constitution, and, in particular the rules on ratification.”
Ang TRAIN ang batas na nagbaba sa personal income tax pero nagtaas naman sa ilang ipinapataw na buwis.
“We will vigorously pursue the fight for substantial and bigger income tax reduction for the workers and employees.”
Ayon kay Tinio ang ibinawas sa income tax ay babawiin din ng gobyerno sa publiko dahil sa mas mataas na buwis na magdudulot ng mas mahal na bilihin.
Ang masama, ayon kay Tinio, maging ang mga hindi naman nakinabang sa pagbaba ng income tax gaya ng mga minimum wage earners ay tatamaan ng mga bagong buwis.
“Our study shows that whatever supposed benefits the employees income tax adjustments will give are easily wiped out by the inflationary effects of the new regressive taxes on oil, coal, power and other commodities and services.”
