IPINANUKALA ng isang Mindanaoan solon ang pagbibigay ng kapangyarihan sa mga lokal na pamahalaan sa pangangasiwa sa mga motorcycles for hire na nasa kanilang nasasakupan.
Ayon kay South Cotabato Rep. Pedro Acharon Jr., nais niya na bigyan ng proteksyon ang mga sumasakay ng motorcycles-for-hire na hindi nagpaparehistro upang gawing pamasada.
“It is common knowledge that in many areas of the country, the only mode of transportation is the motorcycle-for-hire. Although commonly accepted as a means of public transport in many areas, motorcycles-for-hire are not registered thus their business operations are illegal and are not covered by any kind of insurance,” ani Acharon sa House bill 1215.
Dahil walang regulasyon, hindi saklaw ng insurance ang mga pasahero kung maaaksidente ang motorsiklo.
“Regulating the business operation of motorcycles-for-hire will give operators the authority to register their motor vehicle as public transport and will be obliged to be governed by the law on common carriers.”
Sa ilalim ng panukala, ang mga lokal na pamahalaan ang magpoproseso ng mga aplikasyon ng mga motorsiklo na gagawing pamasada at ang ruta na kanilang daraanan.
Ang mga motorsiklo na ipamamasada pero hindi nagparehistro ay pagmumultahin ng P5,000 at kukumpiskahin ang sasakyan. —Leifbilly Begas
