IMINUNGKAHI ng isang solon ang pagbabawal sa pagbago sa tambutso ng motorsiklo upang ito ay umingay.

Sinabi ni Bulacan Rep. Gavini Pancho na kalimitang may nakakabit na tailpipe silencer ang mga tambutso ng motorsiklo kapag ito ay binili ng bago.
“Definitely the dangers posed by noise pollution cannot be underestimated.

The World Health Organization has earlier published a report stating that noise can impact on human health and well-being in a number of ways like annoyance reaction, sleep disturbance, interference with communication, performance effects, and effects on social behavior among others,” ani Pancho.

Pero maraming may-ari na tinatanggal ito kaya umiingay ang motorsiklo.  Mayroon ding mga nagpapalit ng tambutso upang ito ay umingay na nakakaperhuwesyo sa ibang motorista at mga dinaraanang residente.

“The Asian Development Bank study showed that the tailpipe noise emitted by tricycles produced noise levels from as high as 97 to more than 110 decibels. The national standard for residential areas is only 60 decibels during daytime and 50 decibels during nighttime,” ani Pancho.

Sa ilalim ng House bill 3875 ang Department of Transportation and Communication ang naatasan na magtakda ng parusa sa mga lalabag.
“From the 7.7 million registered vehicles in the country last year (2013), 53 percent were motorcycles.

The problem however lies not in the proliferation of motorcycles and tricycles, but in the fact that many tricycle and motorcycle owners have taken to intentionally altering their tailpipes either by removing their tailpipe silencers or putting in modified open tailpipes.

These modified tailpipes are produced by local backyard manufacturers and do not coform to the nationally accepted standards.” Dagdag pa ni Pancho sa ilalim ng Clean Air Act (RA 8794) mayroong kapangyarihan ang DOTC na suriin ang mga sasakyan kung nakasusunod ito sa noise emission standards at hulihin ang mga lumalabag dito.

“However there are no clear-cut guidelines or procedure on how these anti-noise pollution laws are to be enforced and implemented,” saad ni Pancho.

Kinuha umano nito ang nakasukbit na helmet sa motorsiklo pero nakita siya ng guwardya kaya naaresto.
