“Once signed, the EO will undo decades of injustice to millions of contractualized workers and Endo (end-of-contract) employees enslaved in poverty by contractualization work schemes resulting in poor wages, inadequate social protection benefits, insecurity of tenure and unsafe and unhealthy workplaces, all this amid growing profit-taking by corporations and unprecedented economic growth,” ani Mendoza.
Consistent with the policy of this Government, direct hiring of the employee by the principal employer shall be the general norm in employment relations. Contracting or subcontracting when undertaken to circumvent the worker’s rights to security of tenure, self-organization and collective bargaining and peaceful and concerted activities pursuant to the 1987 Philippine Constitution is hereby strictly prohibited.”
