 Hinatulang makulong ng 120 taon ang isang dating vice governor ng Zamboanga Sibugay na napatunayan ng Sandiganbayan First Division na nagbulsa ng pondo para sa Aid for the Poor Program.     Si ex- Vice Governor Eugenio Famor ay hinatulang guilty sa pitong kaso ng graft at pitong kaso ng malversation of public funds. Ang parusa sa kanya ay 120-194 taong kulong at P593,500 multa. Hindi na rin siya maaaring tumakbo sa halalan.     Pero dahil sa three-fold rule ng korte, ang bubunuin lamang niya sa kulungan ay hanggang 40 taon.     Ipinag-utos naman ng korte ang pagpapalabas ng warrant of arrest laban sa mga kapwa akusado ni Famor na si Daylinda Balbosa.     Ang isa pang akusado—ang office staff ni Erlinda Albelda, ay namatay na umano.     Mula Agosto 2001 hanggang Enero 2002 ay dapat naibigay na ang P593,500 cash assistance sa mga residente ng Zamboanga Sibugay sa ilalim ng Aid to the Poor Program ng Department of Social Welfare and Development.     Pero ayon sa state auditor at provincial social welfare officer, si Famor ang tumanggap ng pondo.     Ang mga nakalista rin umanong beneficiaries ay hindi sa lugar na nasasakupan ni Famor.       “All the accused made it appear that beneficiaries received the amounts indicated therein from the Vice Governor, when in fact they did not, as these beneficiaries turned out to be inexistent and fictitious,” saad ng desisyon. “The most decisive factor in finding evident bad faith on the part of the accused is the fact that…not a single beneficiary was found or located. Letters were individually sent …but all were returned to COA with the note that the addressees are unknown.”
