Niratipika na ng Kongreso ang tax reform bill na naglalayong ibaba ang income tax na ikinakaltas sa sahod ng mga empleyado pero magpapataas naman sa presyo ng produktong petrolyo, sasakyan at iba pa.
Pirma na lamang ni Pangulong Duterte ang kulang upang maipatupad ang panukala.
Sa ilalim ng Tax Reform for Acceleration and Inclusion hindi na magbabayad ng buwis ang sumusuweldo ng P250,000 taon-taon.
Ang tax exemption sa 13th month pay at iba pang bonuses ay itinaas na sa P90,000 mula sa P82,000.
Magiging exempted na rin sa Value Added Tax ang mga gamot na para sa diabetes, high cholesterol, at hypertension at ang gatas simula sa 2019.
Papatawan naman ng dagdag na P1 ang Liquefied Petroleum Gas simula sa 2018, P2 sa 2019 at P3 sa 2020.
May dagdag na P2.50 buwis kada litro ang diesel simula sa 2018, P4.50 sa 2019 at P6 sa 2020.  Ang buwis naman sa regular at unleaded premium gasoline ay itataas sa P7 sa susunod na taon, P9 sa 2019 at P10 sa 2020 mula sa kasalukuyang P4.35 kada litro.
Papatawan din ng P6 buwis kada litro ang mga inumin na may caloric at non-caloric sweeteners at P12 kada litro ng inumin na may high fructose corn syrup.
Binago rin ang ipinapataw na buwis sa mga bagong sasakyan. Ang nagkakahalaga ng hanggang P600,000 ay papatawan ng 4 porsyento, 10 porsyento kapag ang presyo ay P600,000 hanggang P1.1 milyon, 20 porsyento ang mahigit sa P1.1 milyon hanggang P2.1 milyon at 50 porsyento sa higit sa P2.1 milyon.
Papatawan naman ng 5 porsyentong buwis ang pagpaparetoke.
Itataas naman ang documentary sa P3 mula sa P1.50.
Ang excise tax ng sigarilyo ay itataas din sa P32.50 mula Enero hanggang Hunyo 2018 mula sa P30 kada pakete; at P35 mula Hulyo 2018 hanggang Disyembre 2019, P37.50 mula 2020 hanggang 2021, P40 mula 2022 hanggang 2023 at apat na porsyentong annual indexation simula sa 2023.
Kinukuwestyon naman ni Bayan Muna Rep. Isagani Zarate ang pagratipika sa TRAIN dahil wala na umanong quorum ng gawin ito.
“There were only about less than twenty (20) members of the House present when the wrecker TRAIN was railroaded for ratification late Wednesday night,” ani Zarate. “This is a blatant violation of our rules,” he added, citing Rule X, Sec. 63 of the House on Conference Committee Reports, which states that: “xxx A conference committee report shall be ratified by a majority vote of the Members of the House present, there being a quorum.”
