Tugade nag-iba ng tono kaugnay ng jeepney modernization plan

NAG-IBA ng pahayag si Transportation Secretary Arthur Tugade kaugnay ng isyu kung papayagan pa rin ang mga lumang public utility vehicles (PUVs) sa kalsada sakaling hindi pumasa safety inspection.
Ipinaliwanag ni Tugade na sa ilalim ng modernization program, ipi-phase out ang lahat ng mga PUVs na may edad na 15 taon.

“Ang MVIS (Motor Vehicle Inspection System), sinasabi natin basta 15 years and above, out. ‘Yung MVIS ay isang solution dyan na kung saan na kapag idinaan mo yung sasakyan sa MVIS at nagsasabi na ikaw ay road worthy, itutuloy-tuloy ho yan. Pero yung inspection, may schedule yan. Kung kelangan ng break fluid, ng emission testing lahat ho,” sabi ni Tugade sa pagdinig ng Senate committee on public services.
Nang tanungin ni Sen. Grace Poe, chair ng committee, kung nangangahulugan ito na hindi na papalitan ang mga PUVs na papasa sa MVIS, sumagot si Tugade ng “Yes ma’am, basta road worthy.”

Nagtanong naman si Senate Majority Leader Vicente “Tito” Sotto III kung may problema pa gayong maliwanag sa pahayag ni Tugade na hindi i-pi-phaseout ang mga PUVs na lulusot sa road worthiness inspections.
Idinagdag ni Sotto na dapat ay magkaroon na lamang ng “middle ground” para maresolba ang isyu.

“You can find a middle ground na kapag pumasa MVIS, let them retain it. Bakit nyo kelangang alisin e pasado sa MVIS?” sabi ni Sotto.
