Arsenio Balisacan, at mga dating opisyal ng DoTC na sina Edwin Lopez, Rene Limcaoco, Catherine Jennifer Francis Gonzales, Roman Buena, Camille Alcaraz, Ofelia Asteria, Charissa Eloisa Julia Opulencia, Oscar Bongon, Jose Rodante Cabale, at Maria Cecilia Natividad.       Kinasuhan din ang mga opisyal ng Busan Universal Rail Inc., na sina Eldonn Ferdinand Uy, Elizabeth Velasco, Belinda Ong Tan, Brian Velasco, Chae-Gue Shim, Antonio Borromeo, Jun Ho Hwang, Elpidio Silvestre Uy, William dela Cruz, at Eugene Rapanut at Mario Dela Cruz.     “We have reason to believe that all of the foregoing elements are present here and all of the respondents should be held liable for the crime of plunder,” ayon sa 67-pahinang reklamo.     Ginamit umano ang MRT project upang magkamal ng iligal na kita na lagpas sa P50 milyon.     Nagbabayad ng P54 milyon ang gobyerno sa BURI kada buwan kahit pa madalas pa ring masira ang MRT.
