PDAF scam: 2 kasong graft nakatakdang isampa laban kay Honasan

KAKASUHAN ng Office of the Ombudsman si Sen. Gringo Honasan kaugnay ng Priority Development Assistance Fund scam.
Dalawang kaso ng paglabag sa Ant-Graft and Corrupt Practices Act ang isasampa sa Sandiganbayan laban kina Honasan, Political Affairs/Project Coordinator Chief Michael Benjamin at mga opisyal ng National Council of Muslim Filipinos na sina Secretary Mehol Sadain, Acting Chief Accountant Fedelina Aldanese, Director III Galay Makalinggan, Chief Sania Busran, Acting Chief Aurora Aragon-Mabang, at Cashier Olga Galido, a t mga opisyal ng Focus Development Goals Foundation, Inc., isang non-government organization na sina Giovanni Manuel Gaerlan at Salvador Gaerlan.
Ayon kay Ombudsman Conchita Morales, inilabas ng Department of Budget and Management ang P30 milyong pondo sa NCMF noong Abril 2012. Ang pondo ay bahagi ng ng PDAF ni Honasan bilang senador.
Ang pondo ay gagamitin para pondohan ang small and medium enterprise/livelihood projects para sa mga Muslim communities na nasa National Capital Region at Zambales.
Ayon sa mga nakuhang dokumento ng Ombudsman, inendorso ni Honasan ang Focus upang siyang magpatupad sa programa.
Sinabi ng Ombudsman na inihanda na ang disbursement voucher at tseke na may petsang Mayo 30, 2012, bagamat nalaman ng Focus na nagkuwalipika ito sa proyekto noong Hunyo 4, 2012 lamang.
Umabot umano sa P29.1 milyon ang halaga ng proyekto.
Hindi nagsumite si Honasan ng kanyang counter-affidavit sa isinagawang imbestigasyon ng Ombudsman.
“The repeated illegal transfers of public funds to the NGO, resulted in the quantifiable, pecuniary losses to the Government, thus constituting undue injury within the context of Section 3(e) of R.A. No. 3019,” ani Morales.
