Isang resolusyon ang inihain sa Kamara de Representantes upang gamitin ang Constituent Assembly sa pag-amyenda sa Konstitusyon na babago sa porma ng gobyerno.
Ayon sa House Resolution 2 na akda ni Negros Occidental Rep. Alfredo Benitez malakas ang panawagan na baguhin ang porma ng gobyerno at gawin itong federal upang mas magkaroon ng kapangyarihan ang mga lokal na pamahalaan.
“Whereas, this resolution proposes convening the Philippine Congress into a Constituent Assembly to introduce and adopt revisions and/or amendments to the Constitution as it is the most expeditious and less costly that the other modes of Charter change,” saad ng resolusyon.
Maaari ring baguhin ang Konstitusyon sa pamamagitan ng Constitutional Convention at Peoples Initiative.
Sinabi ni Benitez na anuman ang gamiting paraan sa pag-amyenda, ang malinaw ay mayroong pangangailangan at panawagan na rebisahin ang Konstitusyon.
Sa ilalim ng panukala ni Benitez, magtatayo ang Kongreso ng ‘Council of Elders’ na bubuuhin ng mga personalidad mula sa iba’t ibang sektor at mga eksperto na gagabay sa mga mambabatas sa gagawin itong pag-amyenda.
Binigyan niya ng isang taon ang Con-Ass upang tapusin ang pag-amyenda.
