Alcala, iba pa iniimbestigahan ng Ombudsman sa garlic cartel scam

Iniimbestigahan ng Office of the Ombudsman si outgoing Agriculture Sec. Proceso Alcala at mga opisyal ng Bureau of Plant Industry kaugnay ng garlic cartel scam.
Ito ay matapos na mayroong makitang batayan ang Field Investigation Office ng Ombudsman upang magsampa ng complaint affidavit kaugnay ng posibleng paglabag nito sa Anti-Graft and Corrupt Practices Act. Bukod kay Alcala kasama sa complaint affidavit sina Clarito Barron, Merle Palacpac, Jesus Bajacan at Luben Marasigan, na mga opisyal ng BPI at Lilia Cruz at mga incorporators ng Vegetable Importers, Exporters and Vendors Association of the Philippines, Inc. Si Alcala at Barron ay may kinakaharap ding kasong administratibo na Grave Misconduct at Conduct Prejudicial to the Best Interest of the Service. Ayon sa FIO, mula Enero hanggang Hulyo 2014 ay nagkaroon ng hindi ordinaryong pagtaas sa preys ng bawang. Pinaimbetsigahan ito ng Department of Justice sa National Bureau of Investigation. Sinabi ng NBI na tumaas ang presyo matapos mamonopolya ng VIEVA ang suplay ng bawang. Nangyari umano ang monopolya matapos na bigyan ng BPI ng import permit ang VIEVA sa kabila ng kawalan nito ng accreditation. “As DA Secretary, Alcala has the direct supervision over the functions of the BPI” and “[Alcala’s] participation in the scheme was manifested when he created the National Garlic Action Team composed mainly of private stakeholders with apparent interest in the garlic industry,” saad ng ulat ng FIO. Noong Enero ay inirekomenda ng FIO sa Ombudsman na imbestigahan si Barron sa kasong graft at Direct Bribery kaugnay ng maanomalyang pagbibigay ng import permits.
