Nagpadala na ng sertipikasyon ang Malacanang upang maipasa sa ikalawa at ikatlong pagbasa ang panukalang P3 trilyong budget para sa 2016.
Ayon kay Speaker Feliciano Belmonte at House majority leader Neptali Gonzales II natanggap na nila ang sertipikasyon.
“In order to address the need to maintain continuous government operations following the end of the current fiscal year to expedite the funding of various programs, projects and activities for FY 2016, and to ensure budgetary preparedness that will enable the government to effectively perform its constitutional mandate,” saad ng sertipikasyon.
Nauna ng inamin ni Gonzales na posibleng maghirapan na silang magkaroon ng quorum sa pagbabalik ng sesyon sa Nobyembre upang ipasa sa ikatlong pagbasa ang proposed budget.
Dahil may sertipikasyon, hindi na kailangang maghintay ng tatlong araw mula sa pagkapasa ng panukala sa ikalawang pagbasa, bago ito maaaring aprubahan sa ikatlong pagbasa.
